Circling back now. I did confirm with CDE staff that the department will continue to create the FRPM list. This list is used by schools in many different ways, most relevant would be the additional funding under LCAP. With respect to E-Rate, schools have the different mechanisms for calculating discounts and I believe those that have utilized CEP in the past still fell in the NSLP percentage calculations. (https://www.usac.org/sl/applicants/step03/alternative-discounts.aspx) So the short of it, the list will still be produced, published each year and shared with USAC to provide USAC with the school NSLP numbers. The good news is though that all kids can participate in in the lunch program now but I don’t see it impacting Erate discounts.

Hello Mr. Belleau
Thank you for reading my e-mail, I appreciate you taking the time.
I am a life long resident of California. I am also a retired Business Development Manager specializing in E-rate who just can not get R-rate out of my blood, so I keep track of it as a hobby.
Now that Governor Newcom signed into law plans to end 'lunch shaming' with a new bill that guarantees meals for all students (see USA Today article here), I immediately thing of the “E-Rate program for schools electing the Community Eligibility Provision (CEP)”.
My questions are:
Can these two items I mentioned above work together? Example: If I am a school that is currently at a 50% E-rate discount (or something less than the maximum E-rate discount) will I now qualify for the maximum E-rate C1 and C2 discount?
